Sapphire RX 480 PC restarting when launching games

I bought a new RX 480 and a new PSU (Tacens Mars Gaming MPII 650W) because I knew the old one wont be able to handle it. I tried to install the drivers but there were some problems so I decided to format my PC. So brand new windows and psu and I still have the same problem.
Specs:
GPU: Sapphire AMD RX 480
CPU: AMD A8-5600K
MOTHERBOARD: FC GigaByte ga-f2aa88xmd3h
PSU: Tacens Mars Gaming MPII 650W
RAM: 8 GB KINGSTON 1600mhz~
I really, REALLY confused.

That makes no difference. Almost all high end power supplies are single rail.

Tacens uses low end OEMs and that unit is basically a 450w power supply if it was labeled correctly.

The only thing that really matters is the 12v rail.

I know a guy that has the same card and the same PSU, works fine with him.
I'm also woundering could there be something with my case?
