My new stock CPU fan is extremely loud

The second I put in my stock fan which came with my new CPU (https://www.amazon.com/gp/product/B009O7YUF6/), it had been super loud. Even by apperance, it looked inferior to the stock fan I was using before. I'd put my old fan back in but I don't have any thermal paste (which I should probably order right now). I'm just wondering if there's any reason for it being this loud, acting as if it needs to go full speed for a startup and browsing youtube.

Looks like (according to amazon) people who buys this processor also frequently buys an aftermarket cooler. I think the stock fan, just like the intel one, is not really made for +100W processors and is very loud.
Get an aftermarket cooler. It's the best solution.

Yeah, it was straight-up awful. Scraped the salvageable thermal paste on it to put back the previous stock fan I was using. What a difference it made. They were giving my ears terminal illness.
