Having obs open(without recording) causes lag

You are going to want to post this question in the OBS forums. The CPU forum on TomsHardware seems like a strange place to look for help with a specific program.
I have used OBS a ton but have never really had a problem other than network bandwidth problems early on.
You didn't post your PC specs or any kind of description of what overlay assets and graphics you are using. You should probably also include any plugins and what kind of capture card you are using (if any).
That is like me going into the OBS forum and saying "Why doesn't my pc play Skyrim properly?"
Kind of hard to give you any help without any information even if this was the right place to be asking.
