System Keeps Crashing - Stress Test Pass

Hello everyone,

I have been having an issue that I cannot seem to figure out for the life of me. The problem is when ever I exit a game both of my screens freeze and sometime when I launch a game it happens also. When the screens freezes Windows becomes 100% non-responsive but I can still hear audio from the application in the background. My main monitor goes black but my secondary still shows whatever it was displaying. I have tested everything RAM, Video, HDD, SSD, PSU and CPU everything passes all the test. I cannot figure it out and it is entire frustrated. I'm thinking it's my motherboard because of a few things that have been going on. first is when I turn off the computer power is still being supplied to my UBS devices. I'm not sure that is entire normal but it might be. Another thing that occasionally happens is that my UBS mouse will not power on or be recognized by the system and I will have to restart the computer to get it to work. When the system does crash and I reboot the computer my webcam will stop working and I will have to unplug it and plug it back in for it to work. If there is anything else you guys/gals can think of me trying please let me know. System specs listed below


MB: ASUS X99-A
CPU: Intel 5820K OC at 4.2gb @ 1.25v ( this issues still happens when everything is set to stock)
RAM: G.Skill RIP JAW 2666mhz 16GB
Video: Nvidia GTX 980TI ( I barrowed a GTX 1070 and the problem still exist.)
SSD: 2 x Kingston HyperX 120Gb 1 x Samsung 850 Evo 500Gb
HDD: 1 x WD Velociraptor 320Gb
PSU: Corsair AX1200i 1200watt
Case: Corsair 760T
OS: Windows 10 64-bit
Monitors: 1 x ASUS MG248Q 144hz 1 x ASUS VG224H 60hz ( <- I believe that is the model. It's old. I also ran with a single monitor and the problem still exist)
Keyboard: RazerBlack Widow ultimate
Mouse: Corsair M65 Pro RGB
Mic: Snowball
Webcam: Logitech 920C


Lingering Question: I ran memtest86 for 16hours with no errors but is it still possible to have bad memory?

I have tried doing a windows reinstall and the problem is still there. I'm going to try replace the RAM and see if that might help. I ran memtest85 for 16hours (stated in the original post) so I don't think the ram is bad but it is the easiest thing to replace. I noticed with my board in the bios it shows memory support up to 3600mhz but the ASUS's site says it will only support 3200mhz. Granted I have the latest bios and I'm assuming that they haven't updated their site page for the X99-A since it released.
