New Gigabyte GTX 970 fans not spinning

The fans were spinning on my first boot up. Somewhere between now and then they stopped. I didn't notice until my GPU started shutting down due to overheat. Sure enough the fans weren't spinning. I shut down and when I turn on the PC the fans all budge for a second, but don't start spinning. They're not blocked.

Two 8-pin cables connected, as far as I can tell fans connections are good. It might have started when I updated to the newest nVidia drivers, but I've since uninstalled those, re-installed, un-installed, installed old drivers, etc. Nothing works.

Time to RMA, or?
