I Built this computer about a year ago, and everything has run smoothly, a few months ago i started to notice lower frame rates, but it was tolerable. Im now only getting about 30-60 Fps on most games, such as League of Legends, Rocket league etc. When trying to load into either game, its a lot longer than it was in the past, about 20-25 seconds, where it used to be under 5. I was fumbling around forum posts for a while trying to diagnose what was going on, but I couldnt find a solution to my problem. I tried going into Nvidia control panel and altering settings that ive read should increase the performance, nothing changed. I have a Samsung 850 EVO SSD that has my os (windows 10 64 bit), as well as the games ive mentioned, but the load times are still slow. I factory reset my computer, with a complete re-installation of windows, installed all the up to date drivers for my Mobo, GPU as well as Bios. Still having the same issues. Got in contact with Nvidia and they told me to alter some settings and sign in to a quest account and try running it there, in case a third party program was interfering.. which was useless because i literally have my OS, drivers, and one game that i was testing FPS on. Still the same issues. Ive checked the temperatures on both cpu and gpu and they are fine, i ran the cinebench benchmark program for the cpu test and only scored 168, 850 points lower than the same processor.. I ran the 3Dmark Vantage benchmark, and scored 12000, 24000 below a similar set up. I have my pc running on High performance, i dont even know where to being with the diagnosis.

Specs:
Windows 10 64 bix
Msi Z170A GAMING M3
i7 6700k
Msi GTX 970 4gb memory
16 gb DDR4 Ripjaw RAM
1 Tb HD
250gb Samsung 850 EVO SSD

Solution
well, i figured it out.. so basically what was happening was the motherboards thermal detection was malfunctioning.. it was telling my system that the cpu was over heating and was limiting its usage to only 20%. Thats why when bench marking all the cores peaked at exactly 20% usage, and the temp never went above 25 degs. My system was pumping all the data into the cpu, but the motherboard was saying woah slow down there the cpu is over heating, when in reality it wasnt.

IT ALL MAKES SO MUCH SENSE NOW.

thanks for the support tho, will keep this forum posted after i update the motherboard and new gpu tmrw.

Are you monitoring cpu temps and speed while playing?

cpu throttling or stuck at low speeds does what you describe

msi motherboards have a slow button, make sure its not activated

while running bench marks or playing various games, temperatures for my cpu never go above 50, i have liquid cooling for it, and gpu temps never get high enough to even activate the fans. Mind you i haven't beening playing anything very graphically demanding for a few months now because i wouldnt even have the fps to enjoy playing it.

The things im currently doing on my computer are barely even reaching 50% of the load on my cpu and gpu, and im still getting awful fps for what i have.

the Slow_1 switch is set to off or (normal mode)

is the cpu ramping up to 4.2 ghz? or stuck at a much lower speed?

Do you have windows set to high performance in power options?

I had a similar problem before. My 970 didn't run at 100%, stuck at 40% load. This resulted to very low fps on most titles.

battlefield with 22 fps on 1600x900p
watchdog ran at 29 fps 1600x900p

I had to ask for a replacement card from the supplier and waited for two months. At the same time, I was able to upgrade to a 1080p monitor while I waited.

Avg benchmarks:

BF- 59 fps avg on 1080p
WD- 55 fps avg on 1080p

it could be that this is happening on one of your hardware.

i ran prime95 for about 20 mins, and my cpu was still running at 25 degrees celsius, while looking on MWmonitor it said all cores where being utilized 100%, but it was only pulling 0.8 Ghz of power to it. I went into the bios and OC the cpu to run 4.6gHz, stock is 4.0.. Still was only drawing 0.8gHz. When i look into task manager it shows that im only utilizing 20% of cpu power while running prime 95, which i find odd...

Yes i have power set to high performance, as well as altered settings in Nvidia control panel to force the gpu to run at maximum in all scenarios. Still doesnt even get hot enough to turn the fans on. After playing various games for about 3 hours today, i checked HWmonitor and my cpu usage peaked at 75%, and Gpu was only 45%, with a max temp of 53 degs C.

Im stumped as to whats going on.. ive tried changing the ram out and it didnt change anything. changed the slot the gpu sits in, nothing. reset bios and cmos, everything i could think of. Still getting stupidly low benchmarks for my system. Updated every driver possible.. im lost. I ordered a new GPU, should be arriving monday, will swap it out and see if it was a GPU issue. If not ill try a new PSU, in case dust intake has limited the performance of my current PSU, and is giving enough power to run things, and boot, but not giving quite enough for things to run to their max potential. If anyone has anything else i can test please let me know.

I am baffled as well which led me to think there is some kind of power saver running. Anyway, can you please check your BIOS and see the current multiplier of your cpu? Can you see if it's 45?

i went into bios and over clocked it up to 48, which is 4.8 GHz, still only using 20%, and not going over 30 degrees celcius. I reset all the bios settings to default, so its now set to 40. My new gpu is arriving tmrw, if it doesnt fix it im gonna try a new power supply. IM SO CONFUSED
