CPU Temp rises dramatically every time after 5 minutes using Prime95

I am using Prime95 version 28.10 to run the test and Open Hardware Monitor to track temps. All 4 core temps are 70-80 degrees at full load, with core 1 being the hottest, seldom creaping into the low 80's. When this happens, it quickly jumps back below 80 degrees C. Then after 5 minutes of testing, it jumps up to 95-100 degrees.

Is this a potential issue with my CPU/Cooling or is there an issue with the software?

I've overclocked my i7-4790k from 4.0 to 4.3 as I have started to play a game which is CPU intensive and only uses about 50-60% of my GPU's capacity. I haven't touched the Base Clock.
 
Solution
Only use Prime95 v26.6 with Haswell CPUs. Other versions will cause temps to hit max. Also, I have a 4790K and run 26.6, and if I don't apply the thermal paste by spreading it out in a thin layer, my temps will do the same thing you describe.
