Limiting broadband connection through secondary router

Hi all,
just need some advice, i currently flat share and manage the broadband for the house.
we recently had a tech-savvy dude move in and since so, the internet has been limited or seems to be limited to half of what our connection usually is.
he has installed a secondary router, connected to the primary one for the connection and was wondering if it was possible for someone to do this? and if there is a way to find out?
or is this just a coincidence?

It's mostly just a coincidence. You can't limit the speed of your internet, you can only prioritize your devices if your modem has a QoS (Quality of Service) setting. If your internet speed is being limited, your ISP is throttling. Call and complain to remove the limit a bit and try to bug them for a discount on your next bill because throttling is completely unacceptable and you should be getting the speed you're paying for.
