I keep getting low fps when playing games

Okay so, recently I've been playing the Division and on average I'm getting 25fps, I've cranked down the graphics quality down to medium even low sometimes *note - when playing on low fps does not improve. When running around I hit 60 fps but most times I'm at 25-30.
My specs are:
CPU - AMD FX-8350
RAM - 16gb ddr3
Motherboard - ASUS M5A78L-M/USB3
GPU - Sapphire AMD R9 380x
PSU (power supply) - 550W NZXT HALE90
120gb ssd and 500gb HDD
Operating System is Windows 7

my idle temperatures are:

CPU - 44°C (This goes up to around 75°C when playing The Division)
Motherboard - 59°C (This goes up to around 80°C when playing The Division)
GPU - 50 °C (This goes up to around 65°C when playing The Division)
Storage - 28°C

Other games I play that I also lag in are:

Diablo 3
Guild Wars 2
Overwatch

I also turn down the graphics on these games but I still lag. I have noticed that my GPU is only around 50% usage when playing games, I believe its my CPU that strains the most. My settings are also set to high performance mode, and the games are set to high priority on task manager. I've search a lot but still cant find a way to fix this. This is my last hope - Can anyone help me?

Do not build an Intel build yet. Wait 2-3 weeks and see what ryzen has to offer. You have a good enough computer to sit and wait a bit before

Downclock your CPU to around 3.2-3.4 and drop Voltage. If that helps things, get a new board. That board only allegedly supports 125w CPUs. The vrms overheat on the board and slow EVERYTHING down to not melt. There are no sensors in the vrms the only way to confirm is drop Voltage enough to not make it throttle and see if it helps

And how do I downclock my CPU...I was thinking of getting a new motherboard - if its not too much trouble could I ask if you have any in mind?

Not sounding like an intel fanboy and im a fan of this processor aswell until i learnt a SAD truth, when it comes to gaming, the amd 8350 constantly limits the rest of a gaming system, the 8 cores are almost completely unused, only 2 or 4 cores are actually used in gaming, anyway a 8350 in gaming speed is equivalent to an i3-6100u, i think you could just use a swap with maybe an i3/i5 of course that would take a new mobo but its the only way unless you go for maybe a 9590 i believe but your only choice is a hardware swap.
