Solution

Yes you can upgrade. The compatibility also lies with the motherboard. When searching for a budget board that would stil allow me to overclock my 4690K is decided to buy https://www.newegg.com/Product/Product.aspx?Item=9SIABVR4RB9491&cm_re=MSI_Z97_Pc_Mate-_-13-130-779-_-Product That seller has seriously overpriced it. I purchased it for $89 new. If I look to memory speeds supported I see 3000*(*OC)/ 2800*/ 2666*/ 2600*/ 2400*/ 2200*/ 2133*/ 2000*/ 1866*/ 1600/ 1333/ 1066 . The * denotes overclocked. I chose https://www.newegg.com/Product/Product.aspx?Item=N82E16820104462 . When I was done building my PC and looked to the RAM's speed it was already at 1866MHz. Depending on your motherboard your RAM variables may have to be manually set. I recommend purchasing a 16GB kit.

Can you mix 1600 and 1866? BAD idea. Asking for issues.

In the future you can Google your motherboard and go to the manufacturer's webpage. After that look for support(for the board and not for the manf. of course) You then click on Memory QVL/compatibility or something close to that. That will show you supported modules. It won't be a comprehensive list but it will show you supported speeds, sizes and other in. I could look to mine and see https://us.msi.com/Motherboard/support/Z97-PC-Mate.html#support-mem .
