Computer Freezing and Buzzing

Hello,
I built my PC January of last year and it never had problems like these when I would play Arma 3 on ultra with OBS and other apps running in the background. It's only been recent since this has been happening. When it freezes, it happens when the PC starts up and I use it for 3-30 minutes before the screen switches to a random color (related to what's on display before crash) and buzzes the last millisecond of audio it seems. Here's how I tried mitigating this issue.

So far, I have downgraded GPU drivers to March of 2016 but still crashed. Then, I underclocked my RAM to 1600mhz and it lasted slightly longer when I did. When I switch display settings or open a fullscreen game, it seems to crash quicker. I factory reset my PC in case it was an issue with drivers or OS but it still crashed. This leads me to believe that this is a hardware issue. I got rid of a lot of dust in my PC and set the fan speeds to max and it seems to have slowed the process of crashing my PC but it has still found a way of doing so. I have read online that thermal throttling can occur with stock coolers on CPUs but I've done more demanding things than start my PC with this cooler.

I checked my temps and they were in the low 30*s.

I appreciate any support or advice upon this issue.

CPU: Intel i5 6500
Mobo: Asus Z170-E
GPU: EVGA GTX 970 SSC
HDD: WD Caviar Blue 1TB
SSD: Samsung 850 EVO 500GB
RAM: Corsair LPX 2x4GB 3000mhz (underclocked to 1600mhz)
PSU: Corsair CX600
OS: Windows 10 Pro 64-bit
 
Solution
Sounds like your GPU is failing. Not much you can do to fix it. I would Pull the card and test it in another PC if possible to confirm that it's a GPU issue.
or Run a GPU test like furmark.

Thank you for this answer; I took my GPU out of my computer and it hasn't crashed since.
