Let's make sure it's not a mild hardware conflict before you pay for a new OS.
Also, if you already have Windows 10 and are logged in with a Microsoft Account, it will reactivate once you log in to the new install with the same Microsoft Account.
I replaced every hardware component and it still unfortunately freezes. I talked to Microsoft and they gave me an ISO file that I can download to a disc/USB so I was thinking about trying that before buying.
Full system specs please? I'd like to make sure everything is optimized to be used together before you wipe your hard drive.

First of all, that motherboard does not run your CPU very well because of the fact that there's only five VRMs for the CPU. An 8320E would be a better pick for that board because of its lower TDP.
Replacing the motherboard and CPU won't help if all that you do is buy another of the same thing. They're not optimized to be used together.
Second, you didn't list your power supply. Make and model please.

I'm afraid to tell you that your issues are likely hardware related. You've matched an overpowered CPU with an underpowered motherboard and are using a PSU that's only slightly more useful than an actual potato.
My recommended actions:
1) Upgrade motherboard and PSU to a higher quality model, or
2) Downgrade CPU to a 95W variant and upgrade PSU to a higher quality model
