The GTX 480 has a stock TDP of 250watts, so the answer to your question is no.

A 2x120mm rad would be what you need per card or if you have 2, a single good 360 rad should accomplish this.

This also depends on what pump is being used and if the flow rate is reasonable.

For what you are potentially considering paying for the cooling loop, you could easily just buy a 10 series mid-range card.
