High-end computer running low FPS

I have had my computer for just about 2 years, but have recently upgraded it almost fully. It has been very FPS laggy in games, not too bad, but not good enough for what the specs are.

Specs:
- Intel i7 6700k (NEW)
- ASUS Z170A Motherboard (NEW)
- 2x8 GB DDR4 2400MHz RAM (NEW)
- EVGA 600W PSU
- EVGA GeForce GTX 960 (Old)
- Windows 10

Everything was pretty much upgraded a month ago, except for the GPU.

I have the performance of the CPU set to the best setting in the BIOS.

As well as when I got all the new parts, I reset my computer to factory settings.

So yeah, it is very weird how my computer's FPS is pretty low in games.

Yeah, that is the one problem that I see in the list of specs. Hopefully I will be able to upgrade it to a 1070 soon.

is it the 2gb or the 4gb could be seeing some vram swapping which will feel like stutter

I have a 1TB Seagate drive. I didn't do one of the FULL factory resets, but I did the one where all the files and such are gone.

I did just a regular reset, but Windows stayed on. I didn't do one of the complete resets where it removes everything (including windows). I just did the one where it removes all my files and such.
