My first time building a PC

Hi guys, im new here so i didnt know what category i should put this kind of question in.

I just build my first ever pc using the below components

Intel i5 6500 3.2ghz
Panram DDR4 8GB RAM 2133
ASRock H110 ITX
KEIAN KT-450PS3 450w
ADATA 120GB SSD

I built the pc last night and it was working fine, installed OS, transfered all my data, updated drivers, i did the windows update and when it restarted after the update i noticed the power LED was off and i couldnt hear a single noise coming from the PC, so i thought the PC shutdown itself instead of restarting. This is when the problem arised, when i pressed the power button, there was no sign of turning on, no LED, no noise or anything.

So i opened it up and turned on the power button again and i noticed the CPU fan and case fan moved for half a second and stopped, and it kept repeating that process. Still no image coming from the PC.

So i unplugged evertyhing and replugged everything in carefully, still no sign of no image, just the 2 fans mentioned above doing the same process over and over. So i did the paperclip test and the psu was functioning properly.

Next thing i did was have every cables connected EXCEPT for the 4 pin ATX 12v cable that powers the CPU and all the fans functioned properly. But still no Power light coming on.

The problem seems to be the 4pin cpu cable? becuase soon as that was plugged in the fans did the .5second work and stop process.

I do work in an IT department but i am still new to building PC and such. I am afraid i fried the motherboard or something.

Sorry if my english is terrible but if anyone could lend a advise or anything that would be much appreciated.

Tried cleaning CMOS > didnt work
Tried using the other 4pin cable > didnt work
tried breadboarding > didnt work

saved up a while to build this pc so pretty devastated at this moment :(

Also to add a important factor > when i placed the motherboard to the case, i was stupid enough to use the diffrent screws, causing the motherboard to kind of float in between the bottom casing and the top of the screw so when i would go and put the cables in the motherboard would move up and down and i was worried about it but didnt think throughly at the time. Now i found the right screws and the motherboard is in place tightly.
