What cpu-gpu combination is better?

It will be up to you what you decide eventually to go with.
RAM is not an issue - you can add/upgrade at any moment. it's not complicated technically and pretty cheap. so 8 or 16 does not matter. 8 is enough, 16 is comfortable.
CPU + MB. you can have 25-30% boost from overclocked 6600K over 6500. CPUs are long terms investment these days. with K i5 you can have it for 5 or more years without suffering from perfromance issues. only when it comes to 144Hz monitors, some CPU intensive titles will benefit from i7.
GPU - is the most frequently upgraded part in most systems. the lifespan of mid range GPU is 2-3 years before you need to lower settings to some crap.
470 4GB is withing few FPS from 1060/480.
so if i were on a budget, and would...

No, I am not looking for a cheaper gpu I just want to know what compination of cpu gpu will be better fir games like witcher3 gta 5 far cry primal star wars battlefront doom etc.
 
in your question you post two systems:
1. weaker CPU + stronger GPU
2. stronger CPU + weaker GPU
not to mention RAM difference.
so obviously you are trying to fit some budget.
for that budget, the best thing you could do is i5-6600K + RX 480 4GB and 8-16GB of RAM.

I don't think you need the 16gb ram (Unless you're the kind of guy who wouldn't just close the damned open windows),
8gb would do just fine.


Besides that, i would prefer the second combination
("i5 6600k with z170 mobo gtx 1060 3 gb and 8 gb ram")
because, upgrading your CPU Later will be difficult (changing the motherboard and all that).
While upgrading your Graphics Card will be fairly easy.
I agree with n0ns3ns3, rx 480 will provide about equal graphics in a much lower price.

The question is , do you really want to overclock? The i5 6600K does need a cooler added too as well as a "Z" board to make you able to overclock it.

I would just go for the forst choice,the i5 6500+16gb of ram. For the gpu is the performance difference more close to 5% afaik so imo not really worth it going for the 6gb version if playing at 1080p.
I would try to use a Z170 motherboard anyway and if within budget some higher speed ram. If you give a budget could we look via the pcpartpicker set to UK.

so if i were on a budget, and would need to make a rational choice, I'd invest in best CPU and MB i could afford and get the good enough GPU for a couple of years.
in your case it translates to i5-6600K + RX 470 4GB. that will do 1080p gaming for couple of years at least. and then, you will only need to upgrade the GPU.
the games you mentioned (witcher 3) are CPU intensive (as most open world games) - so you do need a powerful CPU for that.
what you think is best for you is up to you of course
