If your PC is really slow it might be your hardware.
GTA V download is about 65GB of space. that the OS and a few programs will fill the SSD up well at least to the point of going border line to filling it to full to operate good.
You can get a 120GB SSD for the OS and programs but you need to either get a larger SSD or keep the games on a regular drive.

While an SSD will help with load times it will do NOTHING for FPS. Could be your RAM slowing down the show? We won't know until we see the patient.

I vote for background programs or driver issue. Nothing there should be slow. That is a fairly solid mid-range build. You are playing games on a 1366x768 monitor. That's well below 1920x1080p( Thanks to Capt. Obvious
) so it should allow your games to work even better. You do say when loading Windows. That leans me even further to background programs. I would open your task manager and see what else you have in the background. What happened two weeks ago. There is always a cause and effect with current mainstream PCs. Finding the cause is sometimes difficult. What does your Event Viewer say?

What EXACTLY is slow? Logging into Windows? Navigating Windows? Browsers? Gaming? What has changed?
I'll try something, Windows takes years to start up (about 20 minutes for fluency). Sometimes when I play CS:GO it freeze a 5 seconds and it's come back. I have the most generic Kingston ram haha
That means that there are too many start-up programs installed or there might be some kind of driver issue.
I use
https://www.piriform.com/ccleaner/download to help manage my amusement park. Okay. You are headed to an amusement park. When you press the power button the amusement park staff need to set up all the booths necessary for a successful business. I have Windows and less than 6 background programs. I have zero scheduled tasks. That means my amusement park opens quickly. What if someone has over a dozen applications and the same amount of scheduled tasks set to open at start up? That Amusment park obviously will take long to open. If you open Ccleaner and click on start-up you will see Tools in the left hand side of the window. You then click on Startup in the sub-menu. There you can disable or delete all non-essential programs. This only stops them from auto-loading at start. The programs themselves are untouched.
To be perfectly honest you did suggest a SSD. That means you were prepared to load your OS and a couple games on there. I would still go that route. Why? It's a different way to pet the same cat. What I would do is buy the SSD, bring it home, remove your current drive and install Windows on the SSD. When that is complete re-install the other drive. I have the exact same thing plus a couple other drives. I suggest this to easily clean the slate.
Another route is to Reset your PC. Google Reset Windows 10.
I recommend finding out where the issue is and taking care of it. The other possible fixes are easy outs and you learn nothing about why this problem happened.
