Having trouble gaming, need some advice

My components
processor: intel i3-4160 @ 3.60GHz
graphics card: intel hd graphics 4400
mother board model number: ms-7869
Storage: 1tb hdd
psu: 520w

So lately i have been trying to play Rainbow six seige and i play on the lowest possible settings and for some reason i am averaging about 18 fps when in game. I have tinkered with the settings as much as possible and i cant do anything to get any better fps. So i was hoping someone could give me there opinion of what is holding me back. I know that my graphics card is terrible and that is what i am most likely going to upgrade but i wanted to know if i should upgrade that or my cpu. Also please recommend me a new graphics card or cpu that would work with my current specs. All help is appeciated

not really. the CPU can go about as far as the GPU goes. its an evenly matched pair. I would tinker with the settings so that I get maximum performance at the better setting.

if i3 can handle these settings with a 970 on 1440p, then you getting a better GPU will definitely be a big support without bottleneck.

i will look into those gpu's, but if i were to get a new card and then put my settings higher would my cpu then be holding me back from doing that? thank you.

IMO the as stated above the gtx 1050 ti would work and the intel i3-4160 @ 3.60GHz that you have would be perfect.
You could send around $180ish and pick up a RX 480 on sale, incase you want to upgrade your cpu in the near future. But until you do upgrade it will bottleneck.
Also make sure you have 8gb of ram duel channel or not.
