How should I upgrade my PC?

So, I have got a new [strike]VGA[/strike] GPU recently (GTX1060 6GB), but as I have and i5-4460 at the moment, I would like to have an upgrade on my CPU so that I will be able to run AAA games on Ultra-Very high in 1080p for a few years. I see two possibilities there: On one hand, I could just simply buy an other 1150 CPU, such as a 4690 or 4690K (as a possibility of a dumb decision I have a Z97 motherboard, so that is not a problem), or even an i7 4790(K). On the other hand, there is a solution for a complete MOBO-CPU-RAM upgrade to 1151. Which one do you suggest and why? For the budget, assume that it is not the biggest problem, but I want to get an upgrade for which I will get the best for my aim. So that means if you can give enough reasons why should I buy a complete new 1151 stuff, I'll go with that, but spending a bit less on just a CPU upgrade is just as fine with me.

For modern triple-A titles 8GB of ram already is not enough. Upgrade to 16GB.
Game loading times - are those ok on your PC? You could improve those, if you put games on SSD.

As for game performance - you can use MSI afterburner to see utilization of your CPU and GPU.
Launch your game and check afterburner.
If your gpu hits 100% utilization, then it is weakest link in the system. You have to reduce quality settings to improve performance.
If cpu hits 100% utilization, then you can start thinking about improving CPU performance.
I'd suggest against CPU upgrade. i5-4460 is already pretty powerful.
In terms of gaming performance any such upgrade would give very little improvement.
Check some game benchmarks comparing those cpus.

What are the rest of your PC specs?
May be more ram or additional ssd would be more beneficial.
