I'm so confused... (Stuttering in games and web browsing despite good specs)

Over the past few months I have been having this absolutely terrible stuttering problem that occurs when literally doing anything on my computer. Stuttering happens when browsing the web, watching YouTube videos, scrolling through my Facebook feed, playing games, literally everything. Before I get any further, let me list out my specs and why I'm extremely p/o'd about this happening:

Specs:
CPU: I7 4790 4th Gen Haswell @ 3.6ghz [Turbo Boost enabled]
RAM: 2x 8gbs 2133mhz Corsair Vengeance
GPU: R9 390x
Power Supply: Rosewill 850W
Motherboard: GIGABYTE G1 Gaming GA-Z97X-Gaming GT
Storage: 2x Seagate 7200RPM 2TB HDDs

To give a little bit more detail on the issue, what exactly I mean by stuttering is that games, or videos, or whatever I am doing, seems to either slow down, or completely stop, for only a second, if that. So If I am playing a game, I will be running around and the game will stop for a second, as if it's rendering something in, and then continue as normal. This happens frequently though and these stutters happen within anywhere from a few seconds to a few tens of seconds.

I recently made a post on this forum and someone told me to lower my CPU clock, my CPU might be dying; I did that which seemed to solve the problem at that moment, but upon further testing I found out that it wasn't fixed. So I went ahead and ordered a replacement CPU, of the same exact model CPU, it arrived and, of course, I put it in. This had absolutely no affect on the problem.

I should also mention that at this point I have literally replaced every single part in my computer over the past six months trying to remedy this issue except for my Main hard drive, which I purchased from Staples about 10-12 months ago when my old hard drive died. Yup, you read that right. Everything, my Motherboard, CPU, RAM, Power Supply, and I even sent out my GPU to ASUS thinking that it was defective, tests concluded it was perfectly functioning.

List of Things I have tried to solve this problem:
Reinstalled Graphics Drivers (For both integrated Graphics (Intel 4600) and my main GPU).
Replaced numerous internal components
Reinstalled Windows
Reformatted my main hard drive
Installed Driver Booster 4 and updated all drivers found to be out of date.
Disabled CPU's Turbo boost and underclocked the CPU

If anyone has any possible solutions to this problem, even if it might be a long shot, please reply. I would greatly appreciate any tips or help anyone can give. Thank you.

Happened to me once, well try connecting the hard drives to different sata ports, try all the ports, otherwise try reinstalling windows on different harddisk

I actually tried that, I have an old 325gb Barracuda 7200RPM drive lying around from one of my brother's old PCs. I installed windows 8.1 onto that and tried it with my old ASRock Z87 Extreme4 in and installed all the drivers, the problem still persisted.

Hmm, okay well what about your PSU, have you tried a another one, if you have any lying around, a bad PSU can also casue stuttering

I did have an old 550W that I was using before I bought this Rosewill PSU, the same exact problem persisted on that psu as it did on this one. I can't seem to find that old PSU atm, but I highly doubt it's the PSU as I literally just replaced it; I recieved the PSU the first week of January. If I do find it, I'll put it in and let you know. Any other Ideas?

If I disable speed step, I get an overall increase in performance, like the game runs at a higher fps, the windows start menu and tabs open up much faster, and, overall, everything is faster but the stuttering STILL happens. :(

On a side note though, thank you so much Thomas for your help in trying to remedy this problem. I really appreciate it man, trust me, after all this crap, I really do. Thank you.

Its alright man, i had this problem for a friend of mine, when i told him to disable speed step that did the trick becasue speed step lowered the speed of his processor at times which caused lag, i dont understand whats wrong here though, have you tried a bios update? and try this too, check the correct ram timings on the ram, its a 4 digit number, check if its the same in bios, if its not the same, change it to the ones on the ram, and turn down the ram speed to stock 1333mhz, remember to do this for both the ram sticks and tell me what are the results

Alright, I'll try checking the timings and updating bios after I get out of class today.

Another thing that I found out was, on my Z97 from Gigabyte that I am currently using, whenever I run dual graphics with internal graphics and my R9 390x, I get a video tdr failure BSOD within maybe five seconds or so as soon as windows loads up and gets to the lock screen. This BSOD occurs after my monitors plugged into the Mobo flicker. When I say flicker, it's as though the monitors turn off for a second, then turn back on, and this action repeats until the computer BSODs and restarts. Windows attempts over and over to correct the problem itself, but is unable to.

Another thing that I should mention too, I recently switched back to my Gigabyte motherboard from an ASROCK z87 Extreme4 Mobo. I purchased this after thinking that my mobo might be the cause of my troubles. On this motherboard I noticed that sometimes when I turned on my pc, it would start for about 5 seconds, none of the monitors would ever kick on though, and then it would promptly shut down. After this, it would turn back on again but my graphics card would run it's fans at FULL BLAST, and I mean FULL BLAST, this shit sounded like a fighter jet. The Graphics card also would not display any output to any of the monitors plugged into it. The LED on the graphics card was turned on but it appeared to not be working. This problem still occured after I reinstalled and reformatted my main hard drive numerous times. A temporary fix to this seemed to be reseating the card but it literally had to be done every single day.

Something seems to be really wrong, by the way, have you tried using another gpu if you have a old one, or if one of your friends is willing to give you his, in that way we can know if the gpu you have is faulty,
and just saying when you switch mobos you need to re install windows again,

Haha, I'm aware of that fact. Also aware that I need to reinstall windows upon installing a new mobo, I have done that, numerous times in fact.

I mentioned before that I sent out my R9 390 to ASUS for testing, it came back as all good, my GPU is DEFINITELY fine and working, at least in terms of physical hardware. I can even send you the receipt email transcipt if you'd like.

In addition, I've also tried running just integrated, an tried running one of my friend's old Nvidia GTX 610, same exact shit happened, mind you I did install the drivers for those devices and even used DDU to uninstall the old drivers.

Flashed bios to latest version, internet browsing seems to run a little bit smoother, I don't get terrible stuttering when scrolling through my Facebook feed anymore, but that could just be Placebo. Stutter still happening in games however, and sometimes when browsing.

Ram timings are good and problem still occurs even when ram is underclocked.

EDIT: I've also done some reading on that error I've been getting when trying to run dual graphics, supposedly it's a windows 10 conflict due to intel display drivers conflicting with either nvidia or amd drivers.

EDIT EDIT: I was doing some testing on RYSE: Son of Rome, performance seemed to have improved there, although, as usual, the stuttering is still there.

Oh you are running windows 10, i have read this somewhere, windows 10 have issues with nvidia and amd drivers, some people still have it, well try disabling windows defender, try a virus scan using AVAST becasue that antivirus is reallly great, and try this too

run 3dmark timespy and click on compare result online. Post the upcoming link

Disabled windows defender, no visible change. Also, just a few days ago I ran a FULL system scan in safe mode with Malwarebytes on BOTH of my drives. Nothing found. I've also reset my main drive numerous times and used another hard drive, it's definitely not malware.

Also, I'm confused with the link you sent? I have AMD card.

Could it be possible that my monitors have too low of a refresh rate? I have my main monitor on 75hz currently. I don't know if it's just me but when I turned the hz up from 60 to 75, it seemed to make a difference, granted the stuttering was still there.

Ugh this is so weird, I've been playing various games that I have installed on my second hard drive; Fallout 4 runs perfectly fine, no stuttering on ULTRA with Godrays disabled, however it's capped at 38fps for some reason? Even with the fps cap though, its steady, and I mean damn steady, I was playing for well over 20 minutes and didn't get any stuttering, or at least not an amount that was very present and noticeable like the others. I played Warface and after turning the hz up on it, it doesn't seem to have stuttering that badly, if at all. However, god forbid I go and try and run Rust, my computer straight takes a dump and stutters like hell. Ryse: Son of Rome on low details stutters just like Rust though too. This is so weird...

First of all, thank you so much for joining in on the discussion and trying to help out, I really appreciate it man.

1. Ran Intel Diagnostics software, my CPU passed absolutely flawlessly in every single test.
2. Ran Memtest86 from a USB drive, 0 problems found.
3. Not a possibility. In the description at the very top I specified that I have tried two different motherboards and the problem is present on both (Tried on an ASROCK z87 Exteme4 and a Z97 Gigabyte Gaming G1). In addition, I've tried two different I7 4790's, on both boards, that did not change anything in terms of performance.
4. 3DMark appears to be a paid program? Prefer not to use it unless absolutely necessary.
5. After installing Seatools, something extremely interesting happened; After SeaTools initiates I get a BSOD. The BSOD reads:

Stop Code: DRIVER_IRQL_NOT_LESS_OR_EQUAL
What Failed: AmUStor.SYS

Possibly the problem/solution we are looking for?

6. I need more elaboration, please. What exactly would I be looking for in the event viewer?

Alright, I managed to fix that seatools problem I was having by reinstalling a newer version of one of my USB drivers.

Ran all of the basic tests, all were 100% successful.

1. At this point, I've run everything that Seatools has to offer, run numerous built-in windows HDD checks, they have found absolutely nothing. Also, my Hard Drives (both of my hard drives, second one included) are not even a year old at this point. I think it would be safe to rule out a defective hard drive as being the problem?

2. Alrighty, I got the 3Dmark Free version and ran it. Posting the results below:

3. After looking at event viewer I've been noticing a reoccurring error with what appears to be an AMD piece of software? The following error is show under the applications tab.

The Error reads as follows:

Windows lists the source as SideBySide and there are probably about a good 10-15 of these errors in the event viewer all within a few days of each other.

Under System I have two errors, both the same:

Use ddu uninstaller to delete all amd graphics drivers and perhaps other graphics drivers, if another card was installed before.

Install latest graphics driver from amd.com

Intel Rapid storage driver is up to date (IRST)?
chipset driver from Intel as well?

The HDD is connected the Intel SATA port and not the Marvell SATA?
up to date Marvell sata driver installed?

Which BIOS version is currently on the motherboard?
Reset BIOS by jumer (clrCMOS)

set the RAM to 1600MHz

graphics card is installed in the upper PCIe slot?

ATX12V power connector is plugged in with 8pins and not just 4pins?

First of all, apologies for the late reply, I've been busy as of late and haven't even been thinking about my computer.

1. After using DDU to uninstall both my intel and AMD Drivers, then reinstalling both, AMD first, there has been zero change in the problem.

2. ISRT Driver Is indeed up to date.

3. Both of my HDDs are plugged into the Intel SATA port, I tried both in the Marvel SATA port but the same exact thing happened. And yes, my Marvell sata driver is indeed installed and up-to-date.

4.I currently have the latest BIOS Version for my Gigabyte Motherboard, I actually just flashed it about two weeks ago to the newest version released almost half a year ago. Updating bios didn't seem to fix anything.

5. Yup, the GPU is indeed installed to the upper PCIe slot, I have also tried it on every single PCIe that my mobo and case will allow, no change in performance/stuttering from slot to slot.

6. The power connector to the card? Yes, the card is connected via an 8-pin connector as well as another 6-pin connector. I've tried unplugging the power supply cords and replugging them in just to rule out any unsecure cable situation, no change there either.
