Old High end GPU VS New mid-range GPU

will it be wise to buy an old gen used high end gpu over a new mid-range gpu ??

exmaple:- sapphire r9 290x tri-x 4gb VS msi gtx 1050ti gaming x OC 4GB

I guess I just assumed you knew the 290x was better and wanted to know if the fact it was older made it unwise to purchase. You did note the 290x was 'high end' and the other card was mid range. So I listed reasons one might consider dealbreakers. Since those things don't bother you, get the 290x.
There are some things to consider when deciding if it's 'wise'. Number one, older powerful cards tend to use A LOT of power. This is fine if you already have the power supply that can handle it. If you have to buy a new power supply though, that undercuts the advantage of saving money when buying a used card. The other big thing is the question of whether your system can make use of the extra power. In your example, if your CPU is already maxed out with a 1050 Ti, then using a 290x gains you nothing.

There are other things, like the older cards generating more heat and noise, but that isn't such a big deal. Some people just care about performance.
 
I'm using an R9 290X and it's still a great card, in a lot of benchmarks it beats the 1060 6GB, so it easily beats the 1050ti.
