Just bought an Rx 470 and it worked nicely with games like dota 2 at around 120 frames and rust at around 70-80, but now as of recently they dropped with dota running at 60 and rust from 30-40. I have a i3-6100 and 8gb of ram. I have the newest drivers and everything is up to date. Is there any way I can fix this or do I need a new GPU?

try looking up at catalyst control center if you have features like ichill turned on. those features can affect frame rate in negative way to save power consumption. also when your frame rate got choke is there is heavy scene on the screen or something like that?
When I get framerate drops on games they are usually at simple times, like im just walking around not doing anything. Even in the big moments when there is a lot of graphical effects there isn't as bad drops as drops as when I'm walking around, I think It could be my cpu.
