I found a used physical copy of COD Infinite Warfare at a store the other day for 5 dollars. It said on it "No install key" I looked online quickly and couldn't find any definitive answers on if i could still play the game at all. One forum I saw said something about contacting the publishers and they might send me a new key but Activision's support seems hard to actually talk to someone. Does anyone know if I simply wasted 5 bucks on this or is there anyway i can use it even for offline purposes?

I agree with bignastyid that you have wasted the money. Now days you can not purchase used games for PC because of the Key gets locked to one account. Once the key is locked to an account your only choice after that is to purchase a new key with is still the full price of the game.

Older games you could sell and buy used for PC but since they really put a push on DRM those days have passed. If you purchase a Key from steam then the Disk will be of use since you would not have to download the game to install but other than that the disk is other wise useless.
