Probably broken.
You can use a large paper clip to open the drive. One of larger (2x sized) paper clips if you have one. Regular paper clip will work but the heavy wire is easiest.
Unfold the paperclip and insert the end into the small hole found on DVD disk player's door. Very small and about the diameter of the paperclip wire.
Poke in as straight as you can. There is a target point that will give way and release the tray to open. May take a few probes to get the feel of it.
You can either continue using that method to open the DVD player or, if daring, you can disassemble the DVD player and perhaps fix the problem.
Google "DVD tray repairs". Try any such repairs at your own risk.

I took it apart and cleaned and sprayed with electronic cleaner. It worked for a while and then I had to hit on top again to open.

Look at how the tray opens and at any associated springs.
They may no longer be strong enough to push out the tray.
Or the release simply sticks until jarred by the hit.
