Windows only shows 2 cores of a six-core processor...

UPDATE: I connected one of my Win10 drives, and booted from it. I checked the voltage. Even on a completely different version and installation of Windows, it still remains @ 1400mhz and 0.83v. Since this is a different installation, but the values remain the same, I'm thinking it could be the power supply. I ordered another so I can test it just to be sure. I may also clear CMOS as a last resort before having to remove everything to install the new power supply. Could this be it?

UPDATE: Well, I reinstalled Windows, and all six cores show up...running 1400mhz(x7multipier) on 0.83v This is insane! It won't budge. I changed it manually in bios, AMD overdrive, and a few other progs and it won't budge, But of course when i go to safe mode it runs 3500mhz but wont tell me the voltage...Any ideas?

I have just built a new rig and used one of my old SSDs from another for this one's boot drive,so I can save the money. The physical specs of the build are:
AMD FX-6300
ASUS Crosshair V Formula-Z
PNY 8GB DDR3 1600mhz
240GB Adata SSD

I am reusing the Windows 7 Ultimate x64 currently on the drive. It's not OEM, so it should be a problem. The problem is that it is a six-core cpu, and everything on the computer knows it's a six-core cpu, but Windows 7 won't use them. I tested it with CPU-Z ( http://imgur.com/a/iM7Wd ) It says "six-core processor, but it shows 2 cores, 2 threads. Also the same with System setting with Task Manager( http://imgur.com/a/vQtAj ).The drivers in Device manager also have six drivers installed( http://imgur.com/a/rF7aB ). Also Safe mode recogizes the six cores. I can't find any drivers for the FX-6300 processor anywhere. The chipset drivers are up to date, and all cores are enabled in the bios. I have run Malwarebytes 3 premium, combofix, and Adwcleaner, all with no detections. I have even tried the unpark cores utility, still no luck. The only thing I can think of that I haven't tried is reinstalling Windows, which I really don't want to do. Any solutions?

I believe the problem may be a short in the motherboard. I remember losing a washer during installation, although I will know definitively when I complete the deconstruction of my build. The reason I'm deconstructing this build is because it would be the least powerful and least used of my builds, even if it was at full spec( or OC'ed for that matter), and I can use the other parts with my new am4 mb and 1700X ryzen build I just pre-ordered.

I reinstalled Windows still no luck

I did a reinstall. select the drive and it installed over the the old one, keeping the old files in "Windows.old" folder.
