Help: Overclocking AMD FX 8120 on GA-970A-UD3 rev 1.2

About 5 years ago I built a system with a AMD FX 8120, GA-970A-UD3 rev 1.2, 16gig of ddr3, amd sapphire 7970 and so on. - Also have a 120mm rad all in one water cooling loop so heat should not be the problem.

Recently I upgraded my gpu to a EVGA 1070 SC which is getting seriously bottle necked by my CPU. The stock speed of the 8120 is 3.1ghz so I started researching overclocking.
I AM COMPLETELY NEW TO OVERCLOCKING!
I went into the bios, disabled the cool&quiet, disabled the amd boost clock, and set the cpu multiplayer to 20x (which was 4ghz). It booted into windows fine. CPUz said it was running at a continuous speed of a little over 4ghz, but less then 4.1ghz. (pretty much what I expected from watching liuns tech tips and jayz 2 cents) so I opened up Prime95 and started a stress test. As soon as I started the test the core clock dropped to around 3ghz to 3.1ghz and stayed there for the most part occasionally jumping up to 4ghz and then immediately back down to 3ghz. I stopped the stress test and the core clock shot back up to 4ghz. What did I do wrong? How can I properly and safely overclock the 8120 to 4ghz? Please help!
