I want to know if there is a way to fit a 20x25cm motherboard in a silverstone sg13 case without using a cooler on the front panel.

That case can support either Mini-DTX MB or Mini-ITX MB. Here is from silverstone site: DTX specifies length to be 8 inches with width varying from 6.7 to 9.6 inches. Mini-DTX specifically refers to DTX motherboards with a width of 6.7 inches. http://www.silverstonetek.com/techtalk_cont.php?area=usa&tid=wh11_008#3
In other word, the Mini-DTX size will be 6.7 inches ( 170mm ) x 6.7-9.6 inches ( 170mm - 244mm). You can see your MB size ( 20x25cm) is bigger than the Mini-DTX , so I don't think your MB can fit into the case. Sorry.
