So there's a couple of fixes that might sound stupid and please don't take offense if you think I'm treating you stupid but:
1) is the monitor on the right input mode?
2) is the video cable plugged into the graphics card or the I/O panel? (you might also try swapping these or try a completely different cable)

Other less common issues you could be running into is that the GPU didn't get plugged in all the way OR you may have forgotten to plug the power cable into the far right side of the GPU on top. Let me know if any of these work

Try plugging in your Monitor straight into your Motherboard Graphics, so your CPU's dedicated graphics will display, It is possible you don't have the drivers for the 950 so it won't display. If this doesn't work open up the system check and see if all power cables are plugged in accordingly.

I already tried Unboundstorm's suggestions. Unfortunately it did not work. I dont know what kavinqt means by "plugging my monitor straight into my motherboard graphics".

He wants you to plug the video cable into the I/O panel on your motherboard. (if you're not sure what that is, it's the thing with the USB ports/Ethernet port/probably and HDMI/mic/headphone jack etc on that sticks out the back of your computer). By plugging into that video port, your CPU's integrated graphics card will run the graphics for the computer instead of the GPU.

I think there's an issue with your motherboard or your cpu if that's the case. The only way I can think to figure out which it is, is to either 1) borrow a buddies cpu and install it or 2) buy a cheap ass cpu with integrated graphics and install thathe. If it works with a different cpu, get it replaced and contact Intel about it maybe being covered by warranty. If it doesn't work, you'll probably have to replace your mobo.

As I'm thinking about this, maybe try starating it and spam f12 (try to enter bios). I'm not sure if bios relies on cpu/GPU graphics or if it does its own and forces it through the cable, but it's worth a shot. If you get into bios, look for any components that aren't registering or that just look plain messed up

What I just noticed was that the MemOk light is red. I tried pushing the button, it blinked for a little bit, and nothing helped. I soon figured out that my ram sticks were not compatible with the motherboard. So I bought new ram sticks (Corsair Vengeance LPX 16gb (4x4gb) ddr4-2400) There still is the red light. I reinstalled the ram many times, to no avail. The red light was still on. I feel like that is apart of my issue.
