PC Only Boots After Power Unplugged

Relatively new 11 month old PC Specialist desktop.

After PC goes to sleep, it will not wakeup. Hitting the power button will see the computer come to life, fans startup, monitor comes on then switches to No Signal, and no POST beep. Only way to get the PC to boot is to disconnect the power entirely. PC will then boot up fine, and work normally.

Doing a restart from Windows, will also shut the PC down, and it will also then only restart if disconnected from power as above.

I have read that PSUs have a fail-safe which disallows power, and this fail-safe resets if unplugged. If so, what causes the fail-safe to trigger?

Any ideas as to whats causing the symptoms described?

One thing i've heard of is turning fast boot off,

Other thing to try is disabling the C6/7 energy saving states in the bios,see if that helps.

Can also in energy settings (windows) look at the ssd/hdd,to have it set to never turn off.

Some things to try,Do it one by one to see if that one helps.
