PC wont turn on anymore with GPU connected

So yesterday I was watching a movie on TV and suddenly my computer turned off , I tried turning it on but nothing , so I looked inside and when I was pressing the power button a Led on Ez debug turned red for a millisecond(the +CPU led) , so I started disconnecting some componenys one by one and connecting them again , everything was working until I connected my gpu , when the gpu is connected it wont start not a single fan nothing ,just the red led blinks one time..
Can you guys please help? Whats the problem?
The computer is new , bought it about 4 months ago

I3 6100
8gb ram hyperx
PowerColor rx460 gpu
Psu: deepcool DE480
MB : MSI h110m pro-d

never cheap out on the heart of your pc, hopefully it didnt take parts with it

those certificates have nothing to do with quality

they are about efficiency

you can get platinum units that blow up after a week

So it's the PSU that causes the problem right?
I'm very low on budget so I'm planning to buy a new PSU : CoolerMaster B500 ver.2
 
Hold your horses gentleman, of course that PSU can be the reason, but it could also be that the GPU simply died. Before doing anything, I would test the GPU in a different rig if possible, to see if the same thing happens there. If it works, replace the PSU. If not, well... RMA the GPU.

To be perfectly honest though, a PSU replacement would be advised regardless, a better quality model will provide peace of mind and much better reliability. Do not get that Coolermaster, use the following list for reference and aim for a tier 1/2 PSU, potentially even tier 3 if the budget is really scarce:

A quality 450W PSU would be more than enough. I'd get 550W to be future-proof for potential GPU upgrades.

Yes I know.. but the problem is that I live in a small country in Europe, Moldova , and there is no big choice of PSU that I can buy , just : DeepCool dn500 , Cooler Master b500 v2 and b700, Antec VP500P , spire ,xilence and a lot of Chinese shit PSU's.. so I don't know what to buy , the good PSU's are 2 times or even 3 times expensive than normal and I can't afford them right now...

Okay so I figured out that PSU fried my GPU.. because I tried another PSU still no result
So planning to buy a new GPU and PSU that will be a Nvidia GTX 1050 and EVGA 430W
