CPU overheating (idle 70C) on 3 year old pc

I've had my pc for around 3-4 years and have had no problems with my cpu. A couple days ago my games started to slow down for no apparent reason until they were a mess at which point i closed them. I haven't changed anything apart from my graphics card after the problem started occring. I checked my cpu temp when idle and ingame and these were the results

idle: 70C - 3-9% load
ingame(csgo) - up to 100C - 50-70% load

I don't know what my idle temp was before the problem because i didn't really need to.
 
Solution
Either:
1. You knocked your cpu heat sync loose when upgrading your system
2. The new graphics card's better performance is placing more load on the cpu when gaming.
3. Your case has inadequate ventilation, so when you upgraded your graphics card, more heat is being generated inside the case, raising internal component temperatures.

OP, you pretty much identified the problem yourself, congrats ;) Now for the easier part - clean the CPU heatsink from dust and replace thermal paste. Clean everything else within the case as well. A can of compressed air should do the trick (take the rig outside, unless you wish to create a simulation of thermonuclear blast, dust will be everywhere).

I've replace the thermal paste twice and the fans seem to be working fine. But i am still iddleing at 70C

I'm using a water cooled system, i've reapplied thermal paste twice and removed dust on the inside and out. No change

I'm pretty sure i knocked it out of place and have applied thermal paste again. The graphics card is the same as the old one and my fans seem to be working fine
 


Then can you please elaborate on original post and what this means if you have the same graphics card?
