Looking to Upgrade

Solution
To be honest, you could probably do with waiting a bit first. If not, I'd recommend upgrading your:
1.GPU
2.CPU (I'd sooner overclock before upgrading.)
3.Motherboard
In that order, assuming that your RAM isn't too slow, you should be fine
I would go either with a CPU heavy system: i7 7700k and a GTX 1060
OR
A GPU heavy system: GTX 1070, overclock your processor.
If you don't fancy either, an SSD would suit you well for faster speed, although it really isn't necessary.

The CPU coolant is this i do beleive http://www.frys.com/product/8572509?site=sr:SEARCH:MAIN_RSLT_PG. if not it looks exactly like it, The CPU does not and unsure how to check the GPU to see if it is hitting 100%

Sorry about the long wait.

It depends specifically on the type of game. Some games will use more of your GPU, some will use more of your CPU. Other than some select titles, I would consider your graphics card to be somewhat more considerable when it comes to performance in modern games. You'll find that upgrading your CPU will not improve your FPS nearly as much. With that being said, a better CPU will still do better regardless.

The issue with your situation is how considerably old your CPU is. Theoretically if you wanted to upgrade, you'd have to buy AT LEAST a new motherboard. Not to mention if you get a DDR4 processor, requiring entirely new RAM as well.

If you would rather take your chances with overclocking, I highly recommend both JaysTwoCents and LinusTechTips on YouTube. Both are very informative and entertaining. There is undoubtedly a vast amount on information on the Forums already, if you prefer to read.
