Is it Mobo faulty?

I've been upgrading my old computer lately and it comes to the moment when I downloading something and it took so long and it shut down itself, I was not at home when that moment happen. I won't boot until now, I have run some experiments but can't t found which one is the real faulty components. I've tried the psu paperclip test and my psu worked but whenever I plug in the 24 pin connector and 4 pin connector to the mobo, the heatsink and psu fan didn't work, and the computer won't boot. So I need some help Identifying the real problem. Thank you to those who can help me.

2 gb ram ddr 3
Gigabytes GA M68MT S2P
Hdd 500 gb
 


Just because the power supply turns on doesn't mean it's good. "I downloading something and it took so long and it shut down itself" That statement leads me to the conclusion that it's your power supply or motherboard. VERY unlikely that the CPU has died.
