New PC, Poor Performance

So i just built a new PC with what i thought were all good parts and i was excited to finally have a great PC that ran smoothly. Sadly ever since i first booted it up it has fallen flat. I got all new parts except for a HDD that i just used from an old rig because it had all my stuff on it already. Hopefully im not supposed to do this and getting a new os is the fix or something. Another thing is when i move my mouse even at the lowest polling rate of 125hz my cpu usage goes up like 7-10%. I can play games with good quality if i use my mouse on this low polling rate( which sucks), but anytime i try to multi task like stream while im playing a game i get 80fps less and the stream struggles to stay stable. And randomly the PC will just perform poorly for no reason. Ill get really low fps even if i'm not streaming or doing anything besides playing the game. Well hopefully someone can save my sanity here, any help is appreciated.
