Low budget graphics card

i'm completely newbie, can yo help me choose graphic card. i have
Intel(R)G33/G31 Express Chipset Family
Intel® Core™2 Duo ProcessorE7500 with windows 7 32-bit
4 gb of ram ddr2 but only 3 readable (don't know why)
AS-450W P4 pentium psu
PEX16_1 slot, and 2 PCI slot
Cheapest you can suggest so i can at least play the sims4
I can play the sims 3 but it so laggy
Please help me....

Find a used R7-240 or GT 730 in your area, those will run SIMS 3 a lot better than your on-board video. A Radeon 7750 is also good.

Make sure you test the cards first. If new, those same cards probably but the prices will be a bit too high to be worth it from most places.
