Serious framerate issues with my setup

My current setup:
Operating System: Windows 10 Pro (64 bit)
Processor: Intel (R) Xeon (R) X5460 3.16GHz (Quad Core)
RAM: 8GB DDR2
Graphics Card: ATI/AMD Radeon HD 2900 XT (512MB VRAM)

As far as I know, all drivers are up-to-date, no loose cables, card is connected properly. Please read the information below! :)

I bought this PC on the 19th of December, and have been playing various games with it, I manage to play GTA 5 with this setup at about 15 FPS average (lowest settings, low resolution), and Garry's Mod at a smooth framerate with almost max settings. I've had no real issues, until recently.

My brother gave me a GPU that he had (ATI/AMD Radeon HD 6450 (1GB VRAM), I played GTA 5 one time with this card, and BeamNG.Drive a couple of times, both played better than before.

Recently I tried to run GTA 5 with the same card (Radeon 6450), but got an error "err_gfx_d3d_init failed initialization..", i tried verifying files, reinstalling the game completely, but still got the same problem.

I decided to try running GTA with my previous card (Radeon 2900 stated above), but I noticed a serious framerate drop from the last time I played with that card, I was now getting 4 FPS maximum, I wondered if it was exclusive to GTA, but Garry's Mod runs no more than 10 FPS on lowest settings.

Any help is greatly appreciated, apologies for the long description, I felt that all the information above was necessary
