Windows Screen Saver not starting after set time

I have a desktop machine at my work and for some odd reason it doesn't start the screen saver after its set time. For instance, if I set the screen saver to fade to black after 10 seconds of being idle, it should go black after 10 seconds. Yet, nothing happens after that time. Previewing screen saver works perfectly fine, and I also checked the registry and set the key value for ScreenSaveActive to 1. Other than checking for devices that are plugged in, is there anything software or OS related that can be affecting the screen saver from starting? Maybe a third party screen saver application? I would like to list out all the possible options before diagnosing the computer again. Thanks.

You might try checking if it's a particular peripheral by unplugging each of them one at a time, and seeing whether the screensaver will start. Something like a stylus left laying on a Wacom tablet, or an overly-sensitive mouse could prevent the screensaver from starting. It's also possible that some piece of software could be interfering. I know some programs, like media players, will often include an option to disable the screensaver while they are running, and I've heard of certain mouse/keyboard sharing software causing issues like that as well.
