Freeze on POST, Code 0x14, Three Long Beeps, RAM Works Fine

Are there any other possible culprits, or is this a case of a dead motherboard and/or CPU?

I have an older motherboard - an Intel DZ77BH-55K - that I've been using heavily for about five years. With it is an Intel i7-3770k and two 8GB sticks of Patriot G2 DDR3 1600 RAM. I also originally used an NVIDIA GTX 670, then upgraded to a 980 Ti, but recently built a new computer and moved the GPU over so now I'm using onboard graphics.

After removing the GPU (and SSD), I hooked up an older SSD and installed Windows with the intent of loaning the computer to a friend who needed a temporary machine. The computer worked fine throughout the installation and I got everything setup. However, when I tried to boot it up a day later, it stopped durring POST and displayed the opcode 0xEB.

I thought maybe the onboard graphics had failed so I reinstalled the GPU, but then it started failing in POST with opcode 0x14 and three long beeps on repeat, no restarts. This continued even after I removed the GPU.

After some research, I found out 0x14 usually indicates a RAM issue, so I tried removing individual sticks and trying different DIMM slots, but nothing worked. Eventually I swapped RAM with another computer and confirmed my sticks were working. The error continued, even when using sticks from the other computer.

I cleared the CMOS battery and unplugged everything from my motherboard except one stick of RAM and the PSU but it still failed (no matter the RAM stick or slot). I removed the motherboard from the case to check the standoffs (which turned out fine) but when I lifted it out I discovered the CPU cooler (Intel stock) was loose. The plastic anchors had failed over the years and it wasn't seated firmly against the CPU.

I bought a new cooler (CM Hyper 212 EVO) and installed it on the old motherboard and CPU with a fresh application of thermal paste (yes, I only used a pea-sized amount). Aaaand.... nothing. It kept failing in POST with opcode 0x14 and three long beeps on repeat, no restarts.

I'm completely out of ideas. Is there anything left to check before replacing the motherboard and CPU?
