Solution
As far as I know, the lever's only purpose is to help remove GPU from slot safely. Unless you managed to damage something else in the process, it should not be a very big problem. Aside from the possibility that once your GPU is connected, you might not be able to remove it.
If your GPU does not work properly, it's most likely its not seated well in the slot - perhaps the broken lever somehow blocks the slot. If you can't make the GPU work in this PCI slot, you can try the other one - but since it's only x4 it could slow down your GPU performance.
And the final solution is to change motherboard if all else fails.
