Need advice on new build or upgrade gpu or maybe other components?

I primarily use my pc for gaming, playing world of tanks / armoured warfare & fps games etc. Also for internet browsing / watching blue ray films etc. I always play games at max settings and do not intend to lower my game settings just to increase my fps, (even though I have tried playing world of tanks at lower settings and I did not like the gaming experience). At max settings my fps for world of tanks is 57- 45 on average with 30 minimum, and for armoured warfare fps is 45 average. My pc is running at stock speed. My pc specs are:
cpu : Intel® Core™ i7-990X Processor Extreme Edition 12M Cache, 3.46 GHz, 6.40 GT/s
mobo : Gigabyte GA-X58A-UD7
ram : Corsair Memory Dominator GT 24GB DDR3 2000 Mhz (6 x 4 GB)
gpu : EVGA GeForce GTX 690 4GB
cpu cooler : Noctua cooler CH-14 (2 fan)
case : Coolermaster cosmos 1000 RC
power supply: Coolermaster Silent Pro M 1000w
Hard drive 1 : Samsung 256GB SSD 850 PRO SATA 6Gbps
Hard drive 2 : WD Caviar Black 1TB 7200rpm SATA 6Gb/s 64MB Cache
Hard drive 3 : WD Caviar Black 4TB 7200rpm SATA 6Gb/s 128MB Cache
Operating System : Windows 7 Ultimate SP1.
Monitor : Dell 27 inch ultrasharp monitor at 2560x1440 resolution.
Pls advice as to what I will need to increase my fps in the short term or whether I will need to upgrade my whole system.
 
Solution
I'd say a current gen i5 gaming build can be done for less than $650 seeing as you already have many of the components.
Asus Z170A = $145
Intel i5 6500 = $200
GTX 1060 = $200
DDR4 3000 = $100

and if I chose to purchase a 1080 or a possible 1080ti (if released in the future), should be able to get more higher fps on max settings. But I will have to change to the above specs you mentioned to really benefit from the gpu in terms of higher fps?

One last question though. My motherboard has a PCI Express 2.0 connection. All new graphics cards have been pci express 3.0 for the last 3-4 years inc new motherboards. If I purchase a 1080 / 1080ti graphics card, I know they both will connect to my motherboard however will my pc use the gpu fully to its capability like a motherboard would with a pci express 3.0 connection?
