Which is the best water cooling for i5 4690k with 80$?

Hey guys. So a friend of mine wants to buy a new water cooling and he was wondering what would be the best for his CPU with 80$. Sorry for bad English. Thanks in advance.

a properly mounted air cooler has all way fit my bill out side of high to the max overclocking then I see a lot of these water coolers not doing so much for them anyway ??

may look at the corsair h55 / h60 ?
