Underpeforming RAM on xeon 2650-v3

Hello I have an Asrock extreme4 (x99) with a xeon 2650-v3 and Ballistix Sport LT 16GB (4x4GB) 2400MHz however my problem is that my RAM is always under-performing It wont even reach 2133MHz I have tried this on 2 seperate motherboards and had it tested on Dual RAM sticks. I know that this cpu supports 2133Mhz so I dont know why it doesnt hit that speed.

Did you load and save default settings after updating to version 3.60?

You can try the Clear CMOS Switch too, to be sure.

Did you install the 4 modules into DDR4_A1, DDR4_B1, DDR4_C1, DDR4_D1?
Does the RAM run in Quad Channel Mode? Should be on the main page of the BIOS

They did an internet bios update, maybe a more up to date version is available over this option in the BIOS itself

Make sure the bios is as up to date as possible as it typically has memory support as part of it. 2133 is definitely pushing any non ocable CPU. Mind listing exactly which kit it is? Have a few things for you to try if I know exactly what kit

I updated the bios to the latest version yesterday which didn't do much. I have tried many times to enable the XMP profile but it seems to literally disregard it (Did the same on my previous motherboard). The kit is: Ballistix Sport LT 16GB (4x4GB) DDR4 PC4-19200C16 2400MHz Quad Channel Kit - Black/Grey (BLS4C4G4D240FSC).

Yes there is a 2133MHz profile, Yes I also dont think I can get 2400 as the xeon cpu supports up to 2133.

So I changed the profile to JEDEC 2 which is clocked at 2133 I went into CPU-Z and my DRAM frequency is 932.8.
the voltage is 1.2V.

I was able to set the xmp timings and changed the DRAM voltage to 1.25v. On the bios the highest dram frequency I can pick is 1866.

Yes I've done all of the above, the only one I haven't tried is the internet bios update I will need to plug an Ethernet cable and try.
