Motherboard DOA in new build?

I was building my wifes new gaming PC and i noticed the case was missing a standoff on the bottom right of the MOBO. They only provided one extra standoff so I grabbed an extra brass standoff from an old case. (the others were black metal, not sure if it was painted brass or not) So i got everything in and no power. The cases power light was illuminated but when i hit it, no power. Tried my PSU, same thing. Not even the fans powered on.

Could the brass standoff messed with it? If not, is there anything i can do to demagnitize the case (or make sure there is no current in the case) I remember when i lifted the case out, the foam it was in caused an electric shock when i touched the case (prior to installing anything)

At this point, I would think that it's just as likely a problem with the PSU, CPU, or RAM. I don't think the standoff or static shock would kill a whole motherboard... Do you have any way of verifying that the other components aren't causing the problem?

Is it plugged in, is the PSU switched on, is everything plugged in correctly, etc?

tried the elimination method, nothing worked. PSU worked just fine before i pulled it from her last build, that and my PSU did the same thing, no power.

Build is as follows

i5-6500
MSI H110 Mobo
8gb DDR4
250gb SSD
1tb HDD
GTX 970 (going to 1070 when it gets here)

I did use a can of air to blow dust from the PSU
