Win 10 system does not Wake from sleep with Asrock Extreme 7+ MB

I'm running Win10 Pro, and can't seem to figure out why my system won't wake from sleep. When it wakes from sleep it seems to shut down once and them seems to start to boot but screen never fires and I have to do a forced shut down and restart. After that it restarts and runs fine. At this point I have no programs at start up other than basic windows operations. Full clean install with zero bloatware. All new everything and all drivers are fully up-to-date. The only programs other than windows on the system are Kaspersky and Asus GPU tuner.

Windows Power Option setting changes don't seem to have any affect in fixing the problem, which leaves me confused. The settings that I thought were affecting the issue are set as follows,
Turn Off hard Disk after: 20 minutes
Hybrid sleep: Off
Hibernate After: Never
Min Processor State: 30%
System cooling policy: Active
Max Processor state: 100%
(The rest of the power setting are basic and set normally)

I feel it is a motherboard issue or is there something else I'm totally missing. Seemed like a simple issue but I've been at it for days and can't seem to figure out where the issue is.

Little background. Asrock Extreme 7+ MB, twin Samsung M.2 ssd 950 pro 512gb, 4 x 16GB Vengeance LED Ram at 3000mhz, STrix 1070 GPU, water cooled 6700k, 1000w gold power supply.

Here is the Power supply. It came as a kit with my case but seems like a good supply. I was wrong about the wattage but running all SSDs I really didn't think I needed any more power. It's 750 not 1000.

I've never run into the power supply being a problem with sleep/wake but I also kind of have always considered power supplies consumable.

Thanks. One of the few things I didn't look into with this new build. Sounds lame but I though all was well with the power supply so I spent my time figuring everything else out.

So reading this article, The power supply i'm running is NOT the problem, I guess?

Did you ever resolve this issue? I have the exact same issue with an ASRock Z77 Extreme4. When coming out of sleep, it briefly tries to start once, then attempts to start again which seems to go further, then just hangs. The only way to recover is a clean reboot. I've had to completely disable sleep. Would love to solve this to save some power.
