Weird noise from PC, think it is PSU.

Hi my PC is making a sort of low fluctuating buzzing noise when gaming but not (noticeably) when idle. Apologies for the large post but I want to provide as much info as possible.

I would be very grateful for any help in pinpointing the cause and figuring out if it needs resolving sooner rather than later. I am fairly certain it is the PSU causing the issue.

The specs of the machine are (to get an idea of power usage load)...

CPU - Intel i7-4790 (3.6GHz) 8MB cache
PSU - CORSAIR 650W RM SERIES™ MODULAR 80 PLUS® GOLD, ULTRA QUIET
Motherboard - US® H97M-E: Micro-ATX, LG1150, USB 3.0, SATA 6GBs
RAM - Corsair CML16GX3M2A1600C9 Vengeance Low Profile 16GB (2x8GB) DDR3 1600 Mhz
GPU - ASUS TURBO-GTX1060-6G 6 GB Graphics Card
1 Sandisk SSD & 1 WD HDD (7200rpm)
Fans - CoolerMaster Hyper 212 EVO (120mm) & 2 case fans
1 x 8x BLU-RAY drive
2 x USB 3.0 & 6 x USB 2.0 Ports
Peripherals - 1 x controller, keyboard, mouse USB to Fire-wire powering audio interface.

I only noticed it today when booting up a game as I had the speakers accidentally turned off. I am 90% certain the noise is not coming from the GPU as I have put my ear to both. Otherwise the PC seems fine no issues. I know of coil whine on GPU's, is it possibly PSU coil whine? The noise immediately cuts out when I close a game or in a menu etc. and is louder on more graphically demanding games (when drawing more power I take it)

As I noticed the sound at low volume I am now constantly noticing it in game and it does not sound quite right to me.

As far as I'm aware the PSU should be okay for this build. However the fans on the PSU do not seem to spin at all when gaming etc. or even 1 test spin that I would expect at startup. Unfortunately I have never looked at the PSU Fan before (had no reason to) so I do not know if this is normal behavior for the component or not. I looked up the PSU and believe the fan does not actually kick in until under a certain temp/stress level.

The PSU itself is only slightly warm to the touch not hot at all and the temperature in the machine itself is low as are the other components when running hardware monitor.

Thank you, I will experiment a little more but may buy another PSU just to be on the safe side!
