So I'm helping a friend build a gaming pc. Budget pc is what I'm aiming for cause he doesn't want to spend that much so I'm looking at some amd cpu cause I think those are the best value cpu.

These are the options:
Amd a4-4000
Amd a8 7600
Amd fx-8300

So which of these would you recommend for a decent budget gaming pc, that can run games?
Is there any Intel options I could consider?

Massive +1 on waiting until Ryzen.

The largest issue with FM2 platrform (besides being pretty old at this point) ist hat it provides no upgrade path.
The BEST cpu for that platform (the X4-860K) can not beat out even a 4th generatioon core i3 and will even bottleneck a GTX 1060.

If Ryzen does not have the bang for buck performance we are hoping for then another other option is to get pentium g4560, b250 motherboard and as good of a GPU as he can afford.
This will still beat out any FM2 cpu and most importantly will have an actual upgrade path for the future.
