Cardboard under the chipset heatsink?

Ok so if anyone has seen my other posts about the refurb mobo i purchased, we finally narrowed it down to the most likely culprit; the chipset was overheating. Long story short i got a new ASUS B80M mobo with an intel i5 6400 cpu and the build is working. HOWEVER, just for <mod edit> and giggles i pulled the heatsink off the chipset to see if maybe the thermal paste was fried (or any other visible issues) and i found a small piece of light card board stuck to the base of the heatsink right over what would be the center of the chipset. it was shaped like it was there on purpose (definitely not a fragment lodged from packaging or anything like that), about 1/4" long and shaped kinda like Bloo from Fosters Home for Imaginary Friends (i know its a dated childhood reference, don't judge). If you dont know who that is, please either google it or think of a rectangle with a half circle attached to one of the short sides like so: (= , with the half circle centered above the chipset.

My question is: was that something the seller forgot to remove before shipping or is it suppose to be there? if its not, then i may be able to get it working and resell it for more upgrade parts. If that isnt it, any ideas?

Cardboard between the chipset and heatsink would work as a insulator instead of transfering heat. Without question it shouldn't have been there. Clean your chipset and heatsink with rubbing alcohol. Let it dry for a few minutes then apply rice size amount of thermal paste. Smaller amount due to size of heatsinks tend to be smaller than cpu's.
