I've had this pc for a few years now and everything has been fine. Recently i took a month or two off my pc and since i have returned I have found that my fps has dropped to about 120 fps (sometimes below 90) on csgo and 45-60 in rainbow six siege with everything on medium/high, I use to get around 250+. The temperatures seem okay so I am a little bit confused as to why this is happening. I have a GTX 960 with a i5-6400 processor. Any help would be much appreciated!

81c is kinda high. My 1070 never gets above 60c while under heavy load. Maybe try setting a agressive fan profile through something like MSI afterburner to keep it cooler? It will be louder but it will keep it cool. 81c though shouldn't really lower your FPS...

Try cleaning your GPU fans if you can if setting a agressive fan profile doesn't help.

MERGED QUESTION
Question from Slow97 : "PC dropping frames"

I have recently came back from a 1-2 month break from pc. Upon my return I have found that my pc's performance has got notable worse. I currently get around 80-130 frames on csgo (before my break had about 200+) and about 50 on rainbow six siege. I cant seem to figure out why this is happening due to the fact when i stopped every thing was fine. I have cleaned out my pc recently but that has not helped, I've also updated my drivers so they are fine as well. The temperatures are also normal as well. Whilst running csgo I found that my CPU and memory were running at about 65-80% as where my GPU was only at about 40%.

Pc specs:
i5-4460 processor
NVIDIA GeForce GTX 960
8gb Ram
