AMD FX 9590 Overheating way too quick?

a friend had issues w/ thier system w/ it overheating Badly (it'd get bearly half way thru even installing Windows 10, it'd spit a temperature Event then power Off,and refuse to turn on until the CPU has had time to cool down,)

they tried two 3rd party Air Coolers, (No change) then tried an Water Cooler our local place called "Microcenter" Suggested for them to use w/ an 9590. it got may them to finish the initial stages (drive prep, and the first reboot,) before throwing a Thermal event error and powering off.

No overclocking decent airflow, the only thing that comes to mind he committed a builder's taboo and Coated the entire CPU in paste instead of just a pea sized bead, or used insufficient paste (i tend to swear by Arctic Silver V)

i plan in a bit to redo the pasting and grab one of my spare decent air coolers (i dont plan to thrash the CPU hard because i cant afford proper water cooling, as the guy gave me the board & CPU) ASUS puts blame on User error, and nullified thier warranty on the motherboard. but said friend has since cut thier losses saved and went for a i7 Intel rig build. (i just want to make use outta this sparingly as a video capture system.)

Mine was stable but I thought it was time to join blue team because of bottlenecks, but temps were fine with a decent watercooler

Don't use air coolers, those are simply not going to work because of the huge wattage, 9590 needs at least a Corsair H100 with some good fans on it, there's no other way around that

120mm watercoolers have almost the same performance than air coolers with that CPU

Asus Crosshair V Formula-Z thats the board, i'm guessing my 800W PSU is underspec so i shouldnt even Try, might use the board and swap the gigabyte 990FXA-UD3 Rev 3 board w/ this one an dit's 8350E

Don't use air cooler

About the PSU 800w could work if you have at least 54 amps on the 12v rail, silver or gold 80plus will be enough
Mine was only powered by 750w but just because my graphics card uses its own psu to stay stable lol
