PC suddenly died, what's the problem?

Hi, I don't know if I'm posting this in the right thread but here goes:
I built a custom PC two years ago, and just last week, it couldn't turn on (it worked the day before). There's no power, nothing happens when I press the power button. I switched outlets, bought a new PSU, and still nothing. Is it the motherboard? I'm planning to buy the same motherboard again; but I don't want to do that as I might need to pay for a new windows 10. Any suggestions? (also, I read that if I replace the motherboard with a new, but same motherboard, I won't have to reinstall windows is that true?)

corsair cx600w (old)
evga 500w white (new)
fx 6300
msi gaming 970 motherboard
case: nighthawk 117 rosewill

The motherboard's lights aren't on; no beeps when I take out the ram or vid card, but I'm not sure if there is speaker. So either dead cpu or motherboard right? I removed the CMOS battery, waited 5 min and put it back in, still no power
